You will probally have to skim and sand it probally 4 times to get the desired smoothness that you want Finishing off the last sand with 100 or 120 grit sand paper. With some mesh tape and some light weight fast setting compound then just mic up some light weight joing compund Skim it in one direction then when it is dry I would Do a quick sanding with a sanding pole 80 grit sand paper to knock of the edges from skimming then i would Skim it in the opposite direction than you did the first time and repeat the Sanding. Since you are no experinced i would not use the Durabond fast setting compound as you will create a Big mess As that Type is not easly sanded. JUst scrape the tops off as much as you can. Or if you don't want to scrape, and don't mind remudding/taping seams, put up a new layer of drywall on the ceiling. It may take a lot of hard work, scrubbing, scrapping, and paint stripper. If you are looking for smooth, it probably will look like crap when you are done. This may work if you are doing a "spanish lace" or similar type of knock down texture. If the popcorn doesn't easily scrape off to allow water in behind it and is very well affixed with the paint, you can try to skim coat on top of it. If enough popcorn came off, the water might be able to penetrate behind the painted areas. Depending on the type of popcorn, you may be able to take a putty knife and prescrape a lot of the popcorn off, then try the water. Since it's painted, it makes things a lot tougher as the paint will prevent the popcorn from absorbing water. You will want/need to plastic off everyting. There are numerous articles on the web with a how to guide. If it wasn't painted, it's just a messy job of spraying water with a garden sprayer until the popcorn almost falls off, then scraping.
